The cuts included 500 layoffs in the Technology Group at the company's Essex Junction plant.
Other cost-cutting measures mean 3000 employees will have to take a week off without pay.
Business owners in the Essex Junction area are bracing for the impact.
"I get a little nervous about it," said Robert Pittala, the new owner of Bingo's Pizza in the Essex Junction Shopping Plaza. "I just bought the place six months ago. I've got bills to pay and mouths to feed."
Pittala says many IBM employees spend money in his shop.
"We get some people in here every day from IBM without a doubt," he said. "Tuesday's a decent crowd and I'm just hoping some of those boys and girls still got their jobs."
Joan Cross owns L & S Realty on Pearl Street and says these layoffs, like the ones before, shouldn't have much of an effect on the housing market.
